setting multiple controller player assignment

I have multiple controllers connected to my comp. one of each: xbox, steam, ps4. in the past I was able to change their priority for per player assignment.

basically, I could tell it to set the xbox controller to be the 1st player in multiplayer games, steam to 2nd player, etc. (if the xbox controller wasn't connected it would automatically promote the steam controller to 1st player and such).

I can no longer find any way to do this in the steam settings or the new super ♥♥♥♥♥♥ big picture mode. I don't know if it's been removed or if I'm just bad at reading menus, but if anyone knows how this can be I'd appreciate if you could help me out.

Also need how to assign a primary controller for multiplayer games. Whenever I connect a second controller steam makes them both the primary controller and then neither controller works anymore.
