It's not "downloading" when you copy files or install from a disk (assuming you mean a CD or DVD). It's installing.
Second:
If you have an installation disk for a PC game that's available on Steam all you need is the Activation Code of that game. Click on Games at the very top of the Steam Client Window then select "Add Product To Steam". If/when it accepts the product key you use you'll be able to install the most up to date version of the game directly from Steam.
You can install it from the CD first if you want, then activate it on Steam. You're still going to have to download and install the updated version. Doing it from disk first then downloading updates may or may not save you some data usage and it might be a little faster.
