My Computer won't run at its full potential
I have a GTX 1060 6gb and a i7 8700 3.20Ghz 16gb ram

A few weeks ago I was running CSGO at around 300-400fps stable and Rust at around 100, but my computer started freezing out of no where so I couldn't play any games. I thought it was a hardrive issue so I played around with it a bit and it seemed to fix the issue (uninstalling and reinstalling hardware and software). However now when I play CSGO I get around 90-150fps on most maps and barely above 60 on Rust. My brother has the same setup as me and gets around 300-400fps and 100 stable. So I'm not sure what the issue is. I'm guessing it has something to do with my GPU not being used to its full potential. I have also tried it with different SSD's as well and nothing seems to change it. Help on this would be appreciated.

Also I checked task manager and GeForce Experience when I play CSGO and it saids my GPU is also being utilized 30-40%. I though also installing MSI afterburner and turning up settings would change things but it didn't help either.

Revert all changes you did.
And install the games on a good drive.

you could try searching in windows 'graphics setting'
enable 'Hardware-accelerated GPU scheduling' & 'Variable refresh rate' if you have those options available and add the path to any game's .exe under 'Graphics performance preference' then select whatever you added, click on options and set to 'High Performance'

maybe in NVIDIA Control Panel, under 'Manage 3D settings' in Global Settings tab
set 'Power management mode' to Prefer maximum performance.
set 'Texture filtering - Quality' to High Performance.

try uninstalling your NVIDIA graphics drivers and reinstalling a clean newer/updated version of the drivers. i personally use NVCleanstall 1.1.6.0 to install a less bloated version of the drivers.

Especially if something just happened to be different suddenly, you dont need to make settings you didnt have before.

Also 300 fps are not needed. Set fps to your monitor rate.

None of that seemed to work, I'm not too sure how to fix anymore it feels like its getting worse as the days go on. It might have something to do with hardware issues, but any more suggestions?
