there is old discussion about the same problem i have and no one have the answered and discussion have been closed
And make a new shortcut for the steam exe.
the only thing i do is let all game that need update to download
what is event id 2 ?
does my pc dont like it and it give me warning ?
Also run steam.exe one time as administrator so update or whatever its is sense it has worked before.
if first 2 step dont help rename steam.old to steam.exe and see if that can retrigger a update.
other option reclick
D:\Program Files (x86)\Steam\bin\steamservice.exe
and why you have lost service i dont know, only fiddle with steam service in service can do this, afaik. ( i did not say you did it, could be thirdpart app or other things like that. if service is gone under windows services )
or reinstall steam over current is also a old neat tips from past steam user post.
