Steam not letting me gift a game

I bought gmod to play with friends, since i had money in my steam wallet leftover i decided to gift it to a friend aswell. Steam keeps giving me a error when i try to purchase it: "An unexpected error occurred, your purchase has not been completed. if you repeatedly encounter this error, please contact steam support." Steam support doesnt do much and i cant email them either. Anyone here know how to fix it?

If you are trying to use wallet funds to purchase the game gift, contact support and ask them to look into the gifting flag on your account.

Wait on their response.

Or just use an external payment method to purchase the game gift.

You probably have a purchase restriction meaning you cannot buy the gift with wallet funds.
