Direct X 9.0c games are not launching

Whenever I try to play some DirectX 9.0c games (counter-strike, Aliem Swarm: Reactive Drop, Left 4 Dead 2, etc.) just do not load, I click the play button, the blue stop button appears and after a few seconds it crashes back to the green play button, but some other directX 9.0c games do work, namely garry's mod, MW3 and Metal gear rising. I've tried:

Updating graphics drivers, updating windows, reinstalling games, running games in administrator, compatibility troubleshooter, restarting my pc, moving install folder, deleting installscript.vdf in the game folder, i deleted the _CommonRedist folder in steamworks shared, which is now back. I've tried everything except reinstalling the steam client. Any ideas?

I already downloaded that file and ran it, still nothing. is there something special i have to do with it?

Verify the game files for those not working to see if there are corrupt files.
