Turn Off GPU acceleration in the Client settings.

(Also, update your graphics drivers if you haven't in ages.)

Steam Client -> Settings -> Interface -> Toggle GPU acceleration.

(Updating the drivers depends on your GPU.)

Sign into Steam through a web browser instead of the client and try buying it through there.
