Report a translation problem

Is it also possible to COMPLETELY TURN OFF the spell checker?
That's what the instruction does: If you remove the country code, there will be no more spell checks. Did it years ago, never had a reason to regret. Give it a try. :-)
So I remove the "de" and keep it just empty (not refilling with "eng").
Is that right?
my userprefs.json has this:
"spellcheck":{"dictionaries":["de"],"dictionary":""}
should I still just delete the de or (since there is a second "dictionary":"") delete the whole "dictionaries":["de"], part?
So yes, only removing the de is enough. If you feel insecure, make a copy of the old file somewhere before you apply the change.
Also I should note, that this is a local change, so if you ever get a new PC, you need to do it again.
A maybe important detail since it is a system file:
If you copy-pasted how it looks in your file (if you didn't write if from your memory) then you removed more than just the de ==> It looks like you removed the entire "de".

and not: "dictionaries"[""], "dictionary":""}
I just have a bad feeling to manipulate steam system files
Like I said, if you are worried, copy a version of the original file somewhere, so you can replace the changed one, in case something goes wrong. With a file like that, the worst you can end up with is a display error within Steam.
I would really feel better to see a actual working example.
If you have another minute of patience with me, would it be possible to go to your UserPrefs.json and make a copy-paste?
