Does discord gives VAC bans on steam?
So I got VAC banned on this account and planning to create new one with a new phone number BUT my discord account was linked to this acc. Will I get VAC again if I will connect my new acc to my old discord?

discord has nothing to do with Steam

your account has a GAME BAN, a game ban is not a vac ban
bans only transfer between accounts that are phone/library sharing at the time of the cheating infraction, not after.

Linking your Discord account to Steam does nothing but show what games you're playing in Discord.
