The crux is that the code needs to be redeemed on a link the friend also sends.
This is a 100% scam/hijack attempt.
Most likely the "friend" account has been hijacked the same way, and you are next in line to be hijacked
If your friend sends a link where you are supposed to redeem the code, then don't follow the link.
Talk to your friend, and try to verify it's really your friend.
Redeem it on the Steam client instead if you think it's real.
Those are followed by a fake Steam Community link to "click and redeem" them. That's the phishing attempt.
A card code itself can't do anything.
