Problems with viewing library
When try open library it just drops down and I can see only previous page wtf

I'm having the same issue. The Library page either drops immediately to the bottom of the screen, or it sinks lower and lower as I try to mouse over the games list.

Go to Steam inferface settings and disable GPU accelerated rendering.

Had the same issue fixed the issue by going into Steam > Settings > Interface and un-ticking "Enable GPU accelerated rendering in web views" solved it for me untill a fix is put out by valve.
