the site you used is a grey market, they dont get their keys from the game developers/publishers. they get them from where ever they find them. you can expect to get stolen keys, used keys, out of region keys, press pass keys that were given out for free, fake keys, etc. when using grey markets. they are just a giant swap meet of random people selling stuff.
you need to take it up with the site you bought from, if they tell you to contact steam support, stop talking to them and do a chargeback. if they tell you to change regions or use a vpn, stop talking to them and do a chargeback.
there is a reason they sell for so much cheaper then others. game developers have stated they would rather you pirate their game then buy from that site.
