Password change removes authorized devices for family sharing

For some reason, from some time ago (about 4 months ago), changing my password for my steam account removes all authorized devices for family sharing and therefore the use of my library. Does this happen to anyone else? Was this an intended change? Is there a way to avoid this from happening in the future?
