How to turn on laptop fan?

It’s external, the type the laptop sits on. When I game, it gets really hot.

When I first used this, it would light up and the laptop would stay cool. Now, I plug the USB transfer cable in and nothing happens. Can’t find a button anywhere on it

If there are no controls on the fan, and you plug it in and nothing happens (and it used to). I might suspect it's broken, or defective, there could be a short in the cable.

You might want to mention the specific model of cooling fan you're using though. Otherwise you're just asking for random guesses like mine.

And I just bought a new cable today. I watch install videos but none really show how to set it up. It’s more just unboxing and then showing it all together

Sound like this thread belongs in 'Off Topic'.

It sounds like that power cable is faulty or unmatched. Check with your product specifications if cable and the cooler matches. Try another cable. If it still don't work, return your product and get a new or another product.

I'd say the cooling pad is broken and needs to be replaced.
