fairly new account can’t gift me games

My brother made an account a bit over a week ago so he can gift me a game. i have had him on my friends list for over 3 days (which the 3 day restriccion shouldn’t be a problem) but when he tries to gift a me something he gets an error that doesn’t specify anything. It just says “An unexpected error has occurred. Your purchase has not been completed.
Please wait a few minutes and try again.
If you encounter this error repeatedly, please contact
Steam Support.” his account is just blank he doesn’t have any games on his library or not even a profile picture and he hasn’t put any credit card info he is using a gift card to gift me a game. i don’t know if steam thinks its a spam account or something. if any help can be provided, that would be much appreciated.

Gifting games only requires you to be Steam friends. There is no waiting period for it like gift cards.

If he is trying to use wallet funds to purchase the game gift, have him contact support and ask them to look into the gifting flag on his account.

Wait on their response.

Or have him just use an external payment method to purchase the game gift.
