Report a translation problem
If your library of games was not accidentally hidden, there is a glitch where the cursor is registered outside the library window, and forces it downwards where you can't physically see it. Switch to the store tab, then back to the library tab. If your library shows up, you may or may not be able to access it. Your cursor might push the library itself back down.
If this is the case, open task manager and end steam.exe. Reopen steam entirely and the problem should be fixed. I'm not sure if they are aware that this is a problem. This problem has only happened a few times, and i've just ended up here looking to see if there were any threads about this problem.
