Then I restarted steam and verified the installed game and that found a few corrupted files and repaired them without issue.
all you must do is to repair your hard disk that the game is istalled in it work every time
This look like a classic Antivirus app blocking DL, make steam exceptions rule and check Anti virus app qurrantine folder why a file is there.
ps.
your concluesion is wrong, DL has nothing to do with Graphic.
It's not a play video doing DL at ateam. or show you anything other then steam DL manager. thats not a graphic issue at all.
And be happy i and other bother with a reply then you think you have solve it.

What DID work was the following:
Boot into safemode with networking (may or may not be necessary) <--- ( this is why it work )
Launch Steam and download the game (May need to use big picture mode if the regular Steam UI is screwed up due to lack of loaded graphics drivers)
When the download becomes corrupt, reboot PC
Start Steam and continue the download
Hope this helps someone, as I've been troubleshooting for several days.
