That's because everything achievement and Steamworks user-stats related is on the fritz once again. Same thing every weekend since a few weeks, apparently.
As this started after the Replay feature launched, there's a facetious running theory out there that some script-kiddies are overloading the system to crank out bloated stats using SAM to show off on their 2023 Replay next year.
But it's just as likely that this is due to something else, like an influx of additional load on the servers caused by something else in one of the recent updates.
For instance: I noticed that when you browse game detail pages in the library it will briefly retain the last loaded achievement data only to throw it out and always re-request it. Meaning Valve might've introduced a bug in the library at some point that causes a massive massive influx of traffic to the servers to pull achievement data, whenever many users are online and browsing through their libraries.
i.e. during the weekend.
Possibly this little glitch of always reloading achievement data is related to the fact that every time you open a game detail page, the CEF log file has another error added to it that's thrown from the web view's JavaScript: "React is not defined." I.e. the library itself somewhere contains a logic error, possibly a race condition trying to access a yet-to-be-defined global instance of the React JavaScript library.
