Right, I bought a 7950X just to run things off an HDD...
I don't see the point in specifying the specs in details when everything works fine while in safe mode or when starting the games directly or via the Steam interface.
But fine:
- AMD 7950X
- Asus ROG STRIX X670E-E motherboard
- 64GB of RAM
- NVIDIA RTX 2070 Super video card
- Hynix Platinum P41 PCIe 4.0 SSD drive

I disabled services to test things, and in particular to remove any services installed by 3rd party apps, which could interfere with Steam. I did not disable any service for the normal mode.
Note too that it works _better_ in safe mode with most services disabled.
Moreover, if it was the case of needing to start a service, I would expect it to be slow the first time, then be fast once the service is started. But for me the behavior is consistent.
he just updatre hes spec, great , well now you know take it up with AMD why steam dont work well with AMD iGPU.
steam is not going to solve your GPU card issue and the Drivers to them. thats GPU Brand support.
After disabling the AMD GPU in the device manager, Steam and the games start fast.
