B) Wifi sucks, get a cable. You might not notice it if you don't look at stats but wifi drops A LOT of data packages that have to be resent, lowering the amount of unique stuff that can be transferred

Is there any difference when use ethernet instead of wifi?
If yes, and the difference quite large then means either have too many interference causing issue, too far from the modem/router, you're not using the 5G on your modem / router, or too many people downloading at the same time.
If no, check your ISP plan, if you're not getting what you paid for when you do a speed test, and gives results being way below your plan you're paying for then contact your ISP.
I strongly recommend to get a wired connection if possible, way less interference problems.
Steam shows MB (default) internet providers and speedtest tend to us mb.
To prevent confusion you may want to change Steam settings so Steam show mb like you internet and speedtest show.
Steam > Settings > Downloads > Display download rates in bits per second (Tick the box) > Okay
