i have seen people pushing the blame to Steam without bothering to check thoroughly whether the issue is on their Computers or not.
there are hundreds of thousands of people 24/7 using Steam Platform and they don't have "corrupt files" problem like you.

there is also a possibility that the issue you facing can be cause by your anti virus program.
1) your anti virus program anyhow remove your Game Files without notifying you
this is called False Positives.
so i have installed fire fox, discord, WoW, even a few games from steam under 5gb like dawn of man, and space haven, all of this is on my ssd working just fine. but steam won't move the games out of the downloading folder and into their own folders. i've checked the folders after steam fails to verrify the integrity of the game files. there area a lot of files in the downloading folder and the games folder will be empty.
as for the anti virus i don't have any except windows defender. please don't hack me i just wanna play the witcher3 ;n;
If yes ensure that the 3rd party app isn't messing with Steam, or files in the folder.
If no, and all your Steam games are corrupted, just uninstall Steam, ensure that Steam folder is gone 100%, as don't want it left behind, and reinstall Steam, then redownload all your games.
Ensure your Storage drive is not having problems, even if you say it new, just verify it using crystaldisk info to check it health just in case.
