Limit Bandwidth seems broken
Yesterday Steam got updated and today I'm trying to download game, but with limited speed, but seems like it's broken and Steam is downloading game with full speed, taking all the traffic and me and family members can't use Internet because of lag. I had to pause the game. This needs to be fixed.

type the speed u want, then pause download and resume downloading.. great update now its harder then simply click on apply.. hope they fix it soon

1. What speed limit did you set? Open your Steam settings, and look there.

2. Try reapply bandwidth to see what happen.

Just to help you understand, pay attention to the capitalize B & b below.

MBps = Mega Byte per second
Mbps = Mega bits per second

1 Byte = 8 bits
8 Bits = 1 Byte

If set 6MBps, you get 6MBps / 48Mbps.
if set 48Mbps, you get 6MBps / 48Mbps.

Your times bits by 8 to equal to 1 byte that how this works, as see in the settings it showing type either it be byte, or bits the B matters because you know which one it informing you about.

So if you set like 49600 kbps, that get you 6.2MBps in your screenshot.
So if you set like 6200 KBps, that get you 6.2MBps in your screenshot.

1000 Kilobyte = 1 Megabyte
1000 Kilobit = 1 Megabit

So if you're trying to get 2MBps limit you set 16000 kbps / 2000 KBps, hope this explain to you how things works.

Shadow: The download menu is clearly listing kilobytes per second, as does the attached screenshot of the user (well, megabytes in that case, but whatever), where the current speed constantly exceeds the limit.
I don't think, Steam uses bits in any of its displays at all (unless you actively check the option to do so).

The suggestion of the users above to refresh the option sounds more promising.

the thing is broken. that is it. some developer managed to break it.

Same here, been using this feature for ages and always worked fine, but now just completely ignores any limit I set to it, last update probably screwed it up.

From testing it on non-beta side of Steam, if you're launching Steam, and auto start downloading, it seem to ignore limit for little bit but slowly goes back to it limit, if you pause it for 1 minute / 60 seconds, and then resume download, you see it drop in download speed to much closer to the limit, and slowly go to the limit. Now if you're just started downloading it may spike up, and also go down to the limit.

Overall it is working, but not right off the bat when you initiate the download 1st time, or from launching Steam.

I have the same issue. I manually tried to limit it to 5MB per second, but this seems to be ignored. Anytime I try to download anything, Steam just hammers all internet access into the entire house, regardless of what device. Essentially, I cannot download anything from Steam unless it is when we are a sleep or out of the house
