A Few Cents Off
I currently have 19.79$ in my steam wallet and the game I want is 25$. I'm wondering if I add 5$ to my steam wallet which would make it 24.79$ if it would still accept the money even if I'm a few cents off, as it does add up and accept if its 0.99 cents.

What no. There's no "rounding up" when it comes to purchasing goods on Steam or many if any platforms.

No. You will not have enough if you only have $24.79 and the game costs $25.

Why don't you use the wallet, which is the default and pay the rest using an external payment method instead of adding funds, adding an extra step to the process?
