Currently a solid black rectangle instead of a window.
I can right-click on the taskbar and close it that way but it won't re-open.

Same here, I have tried reinstalling steam and it does nothing so its most likely that the server for the friend list is down or something.

I'll try switching out of Steam Beta to "regular". test it there. If that works I'll switch it back and see if its still "broken".

For me, if I open a chat window from a friend's profile or receive a message, the chat window is blank too (all black).
