It is a Steam Client problem. The Server browser cannot populate the list. It is a Steam server browser.
It's not the in game server browser, it's literally Steam's own server browser.
Top left in the client, View > Servers.
OP, it's been broken for a while now.
It is the community server browser that is broken, yes. On this client window, click view, and roll right down to servers. That is the browser that is broken.
CSGO uses this browser internally also.
Yesterday for a second it was "fixed"....
I can still see servers from my favorites though. It's seems to be an issue with steam files or registry. Ive resetted my router, tried a VPN and removing everything CSGO related on the PC, but the problem persists.
I probably need to reinstall steam and remove everything with that, but I just can't be bothered. Still annoying though.

Valve screwed up something in the Steam client and Steamworks master server browser components and servers are now being queried and show up in the wrong order: furthest away / slowest / highest latency first.
This can cause ~1 minute of delay before servers in your own region with decent ping times pop up. And to get them to pop up, you need to disable auto-refresh of the server browser, or it restarts the process from the back of the list each and every time, and you'll never get to see a decent server.
Some users also get sent half across the globe to fetch controller layout profiles, causing them to time out; use fallback profiles and end up with a corrupted mess of weirdly mish-mashed axes and buttons on their Steam Input powered games.
Seems like they might've stuffed up something grand in the way they route requests according to geographic region.
