Note: if you have a 64 bit CPU (most modern CPUs are 64 bit), try downloading x64 versions of Microsoft Runtime, not x86 (which is likely for old 32 bit CPUs)

Reinstall Steam. something must have gone wrong
To save a lot of downloading. Go Steam folder.
C:\Program Files (x86)\Steam
Delete everything except Dont touch
steamapps
STEAM userdata
STEAM file which is .exe then just click on Steam file icon it will reinstall and update.
Insure you run Steam as administrator
Seems like the new ♥♥♥♥♥♥♥ runtime is bugged out, because all the troubleshooters that apply to this one don't work with the new 2022 version. Just happened to me again when I recently got the same bug, already reinstalled Windows and all my apps, I don't want to have to do it again.
Tempted to move to Linux.
Anyways, the fix I used was completely reinstall Windows through a USB bootable and cut your losses, and fixes I've found online seem to only apply to older versions of the Runtime and no longer work with the 2022 one because they've been merged.
I also don't know if this is the only fix, I'm not a software guy more of a hardware guy, so if you have found something else since you've posted this, lmk, because again. Got the same issue I just had and don't want to reinstall windows a 2nd time.

and all this is seen as user most know better then them. ( them is steam and game devs )
Use the troubleshooter to uninstall both Microsoft Visual Studio C++ 2017 x64 minimum runtime and additional runtime (this is a bit different from the video)
