Are there any specific error messages? Or are you in different global areas and have significantly different pricings on games?
If there is no specific reason, it might be, that there's something not working on the server end, and they may have more luck later.

how long have they been on your friends list?
when they try to gift, does the message also say "Contact Steam Support"
are they paying with wallet funds or using an outside payment? wallet funds means they are restricted, contact support
