PS4 controller being detected as PS3, having to change manually
I used to always play with my PS4 controller, no issues at all. However, recently I noticed that whenever I turn on my controller (I play wireless on a CSR 4.0 Bluetooth adapter), my controller started being detected as a PS3 instead, but my PS4 controller stays on Steam configs as the "Controller 1", while the very same controller, now identified as PS3 controller, is identified as Controller 2.

So, every time I want to play a game on Steam with my controller, I have to manually reorder it because it goes straight to Player 2, while there's a ghost controller on Player 1. When I check on my Bluetooth configs, I noticed there is always two controllers on, the PS4 "part" always joins as a "wireless controller" while the PS3 part joins in as a "PS3/PC Gamepad". If I manually remove the PS3 gamepad, I can't play unless I remove the "Wireless device" and pair my controller again, connecting both and changing the order to PS3 first.

Do you have a PS3 type controller and install (or plug in) something for it?

Or install a driver or tool for the PS4 controller?

I had a PS3 controller long ago, but I already formatted my machine since then, and when I bought my PS4 controller and the bluetooth dongle, I didn't even need to install any additional drivers. I just plugged and went straight to action. The only different controller I have is a bootleg that has its own bluetooth dongle. I'm not sure if it's recognized as a PS3 controller or as a "Wireless controller". In a way or another, I rarely use it when I'm playing with my wife, so most part of the time it's just my PS4 controller.

Ok. Perhaps it's related to the other controller. Does it/its dongle have an entry in Devices and Printers or Device Manager? Is that where you removed it from?

Is the PS3 device only shown as present when the PS4 controller is connected?

This is what happens on my PC:
If I have my 8BitDo Pro 2 in Xinput mode paired to my PC, whenever I enable Bluetooth, the system behaves as if the controller is connected. Normally after 20 or so seconds it adjusts and things stop acting as if it is connected.
(In my case I have a number of stuff installed on my PC that perhaps could cause this, plus I messed up the registry some time ago, found a way to resolve it... partially. Some things are still broke xD.)

My Pro2 experience is what's leading my mind in regard to your case.
