No I'm not.

Every time I log into Steam on my browser, it thinks I'm logging in from a new device, and so it sends a code to my email address. I go and I use that code to log in.

Only I'm NOT using any new devices, like it claims. I'm using the same laptop I've used for years to log in, but for whatever reason, the website thinks it's a new device every time. It's honestly really annoying.

Either you or your browser is deleting cookies.

Check your browser cookie settings.
