Can 2 steam library shared accounts play online games together?

Okay so here is the gist. me and 2 of my other friends steam shared our libraries.
Now i know that i can not play online games when the owner of the said game is also online playing a game. which means we cant play together
but what about my other shared friend?
to explain better on what am asking. if A shared the library to B and C. we know that B or C cant play with the library if A is also playing. But can B and C play the game simultaneously and or together? when A is not around.

the library of an account can only be accessed by 1 account at a time.

if A is using the library, B and C cannot access it. If B is using A's library, C cannot access it, and if A tries to access the library, B will get kicked out. it does not matter if they are playing different games from the library, only 1 account can access it at a time.
