To the OP, You have 21 hours of play and have owned it for over 2 years, the answer is a hard no.

The part you missed off is directly under what you quoted:

this post from "N4K" is full of misleading information.
the Refund Policy which is stated by the rest is correct.
and in the Steam Refund Policy, it is clearly stated these below
1) 14 days within purchase of the game
2) not more than 2 hours of game play
if you EXCEED EITHER ONE OF THEM OR BOTH, then you can't even REQUEST FOR A REFUND.

"N4K" post which i'm quoting is implying this
a) you can asks for refund for any Steam Games even when YOU EXCEED THE TIME PERIOD OF THE REFUND POLICY
this is totally 100000000% wrong and VERY HIGHLY MISLEADING.
it totally Contradicts Steam Refund Policy 10000000000%.

you "Ducks on Fire" don't come here and defend "N4K" when he fails to read the FINE PRINT LINE.
especially when you also never even Read the Steam Refund Policy at all even once.
p.s i still remember N4K loves to spread misleading information about Game Bans and VAC Bans in Steam VAC Discussion Forum and can't even tell the difference between Game Bans and VAC Bans at all.
A few games that were bad releases, or very broken early on, or had broken launchers were able to get refunded even months and 20-30+ hours of playtime.
However, these cases are rare, and STRICTLY at Steam's discretion. Given OP basically wants to refund a perfectly working game, from 2 years ago, because they don't play it anymore however.
OP 100% won't get a refund, for sure.
But yes, N4K is definitely spreading a LOT of false information here.
But having played the game and just not playing it anymore, realizing that 2 years later
is not
a reason.
And therefore doesnt justify to give recommendations of how to attempt a refund at all.
