can i get a refund even after past the hour and days refund limit?
I downloaded this 5$ game and i have around 21 hours but i haven't played it in 2 years, am i still allowed to get a refund?

A refund is very unlikely(but try asking anyway).
And if the refund cannot be done then change your request to simply remove the game.

That is so wrong. The refund system is NOT for demoing games. Don't spread misinformation.
The requirements for a refund are less than 2 hours of game play AND less than 2 weeks owned.

To the OP, You have 21 hours of play and have owned it for over 2 years, the answer is a hard no.

So you are 19 hours over the playtime limit and 2 year over the purchase time limit.
And you ask if you can get a refund.

There is such a thing as taking the piss and 2years and 21 hours is one of those. Taking a look is more for things like the recent CoD release where they linked the paid single player to the free multi-player so the hours played are massively distorted, or trouble shooting has run you over the playtime limit.

Besides you forgot to mention this bit of the policy:

ABUSE
Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games.

You linked the refund policy in post #2 then chose to snip the information in post #3

The part you missed off is directly under what you quoted:

That's literally from the FAQ so I don't see how it's misinformation It is true that the refund system isn't for demoing games, but as long as you meet the criteria you can refund a game. Buying a game in good faith because you thought you'd like it and it turns out you really didn't isn't demoing. Buying a game to see if you will like it with the thought of refunding it if you don't is.

the Refund Policy which is stated by the rest is correct.

and in the Steam Refund Policy, it is clearly stated these below

1) 14 days within purchase of the game

2) not more than 2 hours of game play

if you EXCEED EITHER ONE OF THEM OR BOTH, then you can't even REQUEST FOR A REFUND.

a) you can asks for refund for any Steam Games even when YOU EXCEED THE TIME PERIOD OF THE REFUND POLICY

There are exceptions to the refund rule, as you ARE able to file manual refund requests.

A few games that were bad releases, or very broken early on, or had broken launchers were able to get refunded even months and 20-30+ hours of playtime.

However, these cases are rare, and STRICTLY at Steam's discretion. Given OP basically wants to refund a perfectly working game, from 2 years ago, because they don't play it anymore however.

OP 100% won't get a refund, for sure.

But yes, N4K is definitely spreading a LOT of false information here.

First off, don't you dare tell me what I can and can't do. Second they copied Steam's wording exactly. If that implies anything then that is Steams fault. I don't care what they've said in any other post , but the post in question has not said anything false at all and if you are getting any implied meaning from it then that is your problem.

There are exceptions to just 14 days and 2 hours. For these a manual ticket is recommended.

But having played the game and just not playing it anymore, realizing that 2 years later
is not
a reason.

And therefore doesnt justify to give recommendations of how to attempt a refund at all.
