Entire top bar of steam missing
So, I've had this problem for a couple of days where the entire top area where it shows the 'tabs' for Store, Library, Community, and Profile along with window resize and such is completely gone like the image linked below. Before you suggest "go to settings" I cannot access them, even through the tray menu. I've looked online and no solutions work and my problem seems a bit too specific for me to look for it properly. I've tried repairing the SteamService.exe, didn't do anything. I've tried doing left-shift + alt + space to bring up the window resize dropdown. I cannot drag the window itself, when I resize the window nothing happens. I'm stuck.

From another post I read, the layout issue was experienced with a custom Steam skin + latest Steam beta update.

If using a custom skin (and there is no update for it) you could remove/rename its folder. Then either leave it disabled or opt out of the beta.

Other thing I'm thinking you could've tried is getting to Settings via Big Picture Mode, see if Alt+Enter triggers it. Can find the beta participation setting via Settings > System.

Now I feel like and idiot, out of all the things, why did I not do that? I probably skipped that, too, thank you.

I've only been experiencing this in the Library section, so as a workaround I've been able to right click on Steam in my taskbar and clicked "Store," which then loads the Store section with the top bar (and settings) visible.
