The more people that are eligible the less chance you got to get the booster pack drop,
The higher your steam level the better the chance to get the booster pack drop.

No. Getting booster packs on any regular basis depends on a lot of factors. The higher your Steam level is will increase your chances. The more games you are qualified for booster packs will increase your chances. But even then, getting a booster pack is from a random distribution of that booster pack. When an user crafts a badge for a game a booster pack for that game is created in Steam's system and is given to a random user from among all those that are qualified to get that game's booster pack.
So while you can increase your chances of getting one, you'll still be dependent on the games, those games' popularity, the number of times someone is crafting a badge for the game, etc.
Some people go years before receiving their first one while some seem to get them almost every week.
