Same. Just got the same CPU and this bug was driving me crazy. Now everything is blazing fast to start.
Did you try restarting AMD External Events Utility in services?
I am on a legion 5 laptop ryzen7 6800h + rtx3060, Hybrid mode in lenovo vantage, only have this problem when im connected to an external monitor.
Reinstalled Steam completely, disabled iGPU in Device Manager, disabled iGPU in BIOS, restarted AMD External Services thingy, Steam Client Service is NOT disabled,.. nothing works.
Symptoms: whenever I start or restart Steam, it takes 30 seconds, during which the program shows up in the taskbar, then dissapears, then shows up again with the curretn sale suggestion, then dissapears, then glitches a bit more and then is active and works perfectly fine.
It's not PC-breaking, but ridiculously infuriating :p
Specs:
Win 11, AMD Ryzen 5 5600X, AMD RX660XT, 32GB RAM
Any help or tips are welcome, I am out of ideas on how to fix this.

Just turned of the igpu and everything seems alright

Wow! How did you come up with this? The iGPU fix did not work for me, but the Static Aura worked great!
