Library sharing not working fully

I share games to another computer and it worked so far, it shares all the games except 2 for some reason (GTA V and Wallpaper engine) i tried revoking the computer, restarting steam and it just doesnt work, pls help

GTA V can not be shared. Games with a 3rd party launcher can not be shared.
