Missing file privileges and Disk write error
I have tried clearing download cache, restarting Steam, repairing Game Library Folder, validating local game files, and yet I still can not install or update games on Steam. It either gives the message (missing file privileges) when installing OR disk write error when updating. If someone could help that would be great.

Sounds like you need to run chkdsk /r on your hard drive. I'm almost positive you have a failing drive.
Back up your data and buy a new drive.
