2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)
As to the clean your computer, this computer is brand new, there's nothing to clean. I don't use mobile apps. I wouldn't even use Steam if I could avoid it. I am just trying to get in touch with someone from steam that can connect me with support in some way.

Yes it is. Support don't just close tickets. You account is and that means if you aren't closing them someone else with access is.
Very common for a hijackers BOT to automatically close new tickets to prevent users asking Support for help. DO the steps in post #2 to secure the account. Even if you don't believe it is DO THEM anyway
The api key allows them access to your account and in turn control it. If you did not create one and there is an api key you need to revoke it.
Thats important as it could allow someone to manipulate your trades. If you do not use it their shouldn't be one. If there is one you need to revoke it
What's more, after I received a response, they closed my help request. So, I wrote them another one and guess what? It was closed right away, just like the last few. To whoever said that they don't just close requests without answering, I have to insist that they do. This is a brand new "clean" computer and I haven't even touched Steam on my laptop to prevent any kind of possibilities for it being hacked a second time (btw, there was no API, now that I understand that better, it was not a concern).
I went so far as to google a phone number for phone support: 425-889-9642. Called it, and it said "Steam does not offer phone support, please visit our website at <blah blah>" and hung up on me.
I took screenshots of their response and various pages in my history but can't figure out how to post them.
Does the button on the API page say "Revoke My Steam Web API Key" or "Register"?

That is exactly what I was thinking at the start. I had my suspicions and so far as I can tell I was right. They don't like me using funds that were put into my account from gift cards to use as a gift instead of using a fresh credit card transaction, which they basically admitted to in their one response to me under the guise of commercial use. I have over $70 in my account but to them it is inappropriate for me to use money already in my account for a gift for someone else.
Apart from profiteering by forcing an extra transaction ($70 + credit card as opposed to just the $70 in my account), it really doesn't take into account that I don't have a lot of money. It feels like putting my money in a bank and the bank telling me that I can only spend it how they want me to.

I have literally only sent gifts to one person, and the play time on my account and her account has a high correlation of play time together. I showed that in a new help request, which that one and the one after it were both closed with no response again. I've never done anything to warrant being ignored by support for commercial use of my account. They've made it pretty clear they are not going to help me by this point, so I'm mostly curious to see what others here think or have some way of allowing me to speak to someone there without them hanging up on my call or help support tickets.
