If you're buying the DLCs separately, then you'll keep them after refunding just the base game. Unless they're consumable DLCs, that would be a waste of money for you since you'll have DLCs on the account that are useless to you. You'll still own them but without the base game you won't be able to access the content on them.

You'll need the Steam version of the game to be able to use the DLC. I'm not sure if that is true of every game on Steam, but it is true of a lot of them. If you are trying to buy DLC for a non-Steam version of a game you may not be able to actually use it.

I have a account on Turkey and one account on Europe i have the game on the account that is on Europe and i wanted to buy the dlc's on the account from Turkey because they are more cheap, i want to refund the game after i buy the dlcs then after i refund the game to game-share the game from my account from Europe do you think is gonna work like this?
your violating the SSA and risking ALL accounts getting locked/terminated.

your account(s) should only be set to the region you live in. making and/or using accounts to bypass region restrictions and/or pricing is a violation of the SSA

Base game and DLCs need to be on the same account.

Since you're living in Turkey (presumably), what's stopping you from converting your Europe account to a Turkey account?

Sometimes the DLC is something like a soundtrack or digital art book, so those you could still access as you usually have to do so outside of Steam anyway.

While on the "Europe" account logged in from Turkey, you make a purchase with your Turkey based payment method. You should be given an option to change your store region during checkout. I haven't done this myself but it's supposedly the process.

Which is not what we're discussing.
