How can a paid game to don't drop cards ?!

So if i a game is purchased and have cards isn't suppouse to drop cards !?

Yes, it is, after ~2 hours of playtime.

Sometimes the badge and drops are bugged, when that happens, just activate another (free)game and then the bug should be gone.

I just activate steamdb free packages when that happens.

Depends on the game when it decides to drop cards but those can be delayed if you've recently refunded some purchases. That's always a possibility.

Another option is that it's still in Steam's learning phase, which blocks a number of features including card drops. You can identify this by going to the game's store page and looking at the feature list on the right side (above the Supported Languages box) and seeing if there's a line stating "Steam is learning about this game".

Try adding a free game to your account and check the remaining drops again.

Not all paid games spend the money and resources to create artwork and make the badges. You can see this before you buy the game on the right side of the sales page, the same spot where you can verify if it has achievements or other perks.
