That depends on the internal settings of the game.
Also many 4k TV do not support 1440p , they go from 1080p right to 4k.
So what most likely happens is that when you play on your 4k TV and your game is set to 2k for the gaming monitor, it switches down to 1080p internal resolution.
Which would also easily explain the performance gain.
Next time when you are on the 4k tv, make sure that the graphic settings inside the game are set to full 4k resolution. 3840 × 2160.
I doubt you will see the same better FPS numbers as before.

This part makes me a bit suspicious:
I am only on a Ryzen 2600x and a RTX 2080 and i get easy 70+ FPS in 1440p in Cyberpunk on my monitor.
So you only getting like half that feels very strange with your stronger hardware.
Take a look in your monitor settings if something could explain the lower FPS.
BTW how do you connect your PC to your monitor/TV? Both HDMI?
Monitor is connected through display port cable and my tv is connected through HDMI 2.0 cable
He means is your GAME set to 4k in the game settings. Just connecting a game to a TV does not change the settings and switches to 4k by itself.
You have to go into the game settings and switch to 4k.
Did you do that? Because again, if you just connected it to the TV and started it then its much more likely that it downgraded to automatic 1080p since most 4k TV do not support 2k.
