Can I send a gift for someone who isn't my friend on steam?

Yes. If steam still allows it, i used to send gifts via email before.
This works even if the person doesn’t own steam. (But the email will ask them to install it)

I used to gift a lot
All you do is friend them gift then unfriend them
Email works as well but you still need to talk to them to get their email

but the problem is that this person dont want to accept the friend request so how can i do it with email bc i have it

There is no way to send a gift to a person who is not your Steam friend.

I'm guessing people complained about gifts going to the wrong people and/or wrong account given that you can have multiple accounts on one email?

Going to the wrong email altogether. It didn't matter which account it was for. The person with the email could use the link to activate the game on any account.
