1. Happens with Safari as well.
2. Chrome on iOS is also built on WebKit/Safari - Apple requirement. The only things that carry over would be bookmarks and history. Plug-ins do not work.
In the past I've made hundreds of purchases through the steam browser with no issues so this is a recent update and it's infuriating. Having to copy the link into a browser to make purchases works, but is not an acceptable solution so this should be a priority for Valve. I've definitely been spending less since this happened so it's costing Valve and developers a lot of money since I'm sure I'm not the only one.
I wouldn't expect any fix for this on Steam's end until after January 2024, when Valve drops support for Windows 7/8/8.1 and can update to a later version.
Until then if you want to use Paypal you will have to use a normal browser.
