Find purchase, have a question, describe the problem.
That's why you raise a manual ticket, so it's looked at by a human being. I'm not sure you did yourself a favour by talking about buying it on another account though, how does that make it any more playable?
The manual ticket indeed is the only way then, though keep in mind that they can still say "no". If they do, take that as a final answer.
The game exe is running = accessing the game and no PC client can see that difference between open and playing and that includes Epic, Origin, GOG, Rockstar, Battlenet and Ubisoft Connect.
Secondly and most importantly "why is Steam, Epic etc spying on me" as in "they can see all my keystrokes, mouse movements, controller inputs etc".
Also, the game running poorly on your PC simply means you need to first read the minimum specifications for the game before buying, and also upgrade your computer. Probably GPU, RAM and CPU. Basically the whole thing, maybe even your power supply :)
Why would it take nearly 13 hours to figure out how to purchase FIFA points? That doesnt add up.
Why would it take nearly 13 hours to watch a youtube video and get your graphics settings set to the lowest level with the best performance for that level?
So many questions. Nothing adds up. My guess is you will not be getting a refund just on the fact that you admitted the game is in working condition to the extent you will let your own brother buy that same "broken" game.
