Steam Overlay Friends List is Scaling Too big Now? (Possibly Due to Latest Steam Update, or NIVIDA Drivers)

I believe this started when the last Steam update released like 1-2 weeks ago. Basically, when launching games, the friends list in the Steam Overlay is changing size. When I launch a game at 1440p, it looks closer to normal but still bigger than I have set. When I launch a game that runs at 1080p, it's even bigger.

This was not an issue before this update and the friends tab in the Steam Overlay was always the exact same size as I set it to. I am annoyed of having to constantly change the size just to view my achievements and whatnot in the Steam Overlay.

I do use Windows at 1440p with a specific scale set to 150%, but this scale did not cause these issues in previous versions of Steam (trust me, been using Steam every day for a while without any major changes to Windows besides maybe a single NVIDIA GPU driver or two, this wasn't happening until like 1-2 weeks ago)
