How do I create a child account?
How do I create a child account -or- how do I associate my child's existing account as a child account under my account?

You can only create a normal account for your child.
Then use "Family View" to restrict what they can play and do on that account.
That is the maximum control you can have.

Answer:
Steam doesn't provide 'child accounts'. The 'Family View' option only allows someone else to use your account, but you limit what they see and play under your profile.
