It is in fact your system that is at fault, not Steam.
Unless of course you're using the Beta branch of Steam, in which case the fix would be to revert to the normal version.
Does not happen on a single game on my PC. They all shut down.
I am on the beta version, have been since the client released on 19 Oct 2019 and never had any issues. I get to test all updates prior to them been released to the standard client and as pointed out in post #3 - "Does not happen on a single game on my PC. They all shut down".
It's not an issue with the latest update. If it was, there would have been lots of reports in the bug forum or general forums about it since the last update was a few days ago, yet that hasn't happened.
Your opening post blames Steam. EAC and Win 11 were not mentioned.
I play several games which use EAC and they all shutdown.
Steam: Vermintide 2, Lost Ark.
Origin: Star Wars Squadrons.
Ubisoft Connect: Ghost Recon Wildlands, The Division 2.
If its one of those silly games that has a launcher its probably running too(check your Windows system tray icons)

If you had read the link I provided it also highlights the issues that steam causes etc. I never wrote that, the world did. https://techwiser.com/fixes-for-steam-game-wont-stop-running-or-close-on-windows/
