Fix for games still running after shutting down.
It has nothing to do with the system I have the latest i9, 3080ti and 32 gb of RAM. The issue is caused with the latest steam client update, this problem is happening on multiple games.

Task manager doesn't work, easiest and fastest way is the close steam and wait for the exit now button hit cancel, open task manager and End Task (steam client), (program will still be running), you then re open steam and completely close steam again, this time wait for the exit now button to light up and it will finally end the program, re open steam again and you should be good to go, takes about 5 min max.

People may try and run another program and even with as much memory as I have it still takes up 46% of my computer having the program open, instead of waiting 30-1hr I suggest you do it like the steps I said. If you are having this issue do not run a new game while the other one is still running, this is bad for your computer if it is working harder than it needs to be.

Hopefully steam will put out a patch for this soon, all we can do now is cross our fingers.

Steam is not responsible for ending game tasks. That is up to the game and the operating system.

It is in fact your system that is at fault, not Steam.

I've played multiple games this morning and they've all closed correctly without having to exit Steam, so there is either an issue with your system or the games you're playing.

Unless of course you're using the Beta branch of Steam, in which case the fix would be to revert to the normal version.

Does not happen on a single game on my PC. They all shut down.

I am on the beta version, have been since the client released on 19 Oct 2019 and never had any issues. I get to test all updates prior to them been released to the standard client and as pointed out in post #3 - "Does not happen on a single game on my PC. They all shut down".

The only game I have that keeps running after closing is Pathway and it's a known issue with that game. If multiple games keep on running after closing the game, there is something locally interfering or corrupted, as this is not standard behaviour.

It's not an issue with the latest update. If it was, there would have been lots of reports in the bug forum or general forums about it since the last update was a few days ago, yet that hasn't happened.

Check other games forums, could be anything from Windows 11 to new steam update or Easy Anti Cheat. The same problem is happening to a lot of players from Apex Legends to Fall guys, all of which use EAC

If EAC is the common factor, it means that the issue thusly is not related to Steam.

Your opening post blames Steam. EAC and Win 11 were not mentioned.

I play several games which use EAC and they all shutdown.

Steam: Vermintide 2, Lost Ark.

Origin: Star Wars Squadrons.

Ubisoft Connect: Ghost Recon Wildlands, The Division 2.

Go find it in TaskMangler, right-click and choose "End Task".
If its one of those silly games that has a launcher its probably running too(check your Windows system tray icons)

I have 659 games and there’s several that will never shut down. It has nothing to do with system, OS etc. it’s the ‘call’ made by the game. It can be older code,32bit, steam itself etc, etc, task Manager is the only way to cull them or if you can’t find them a reboot.

Can’t you just press the “stop” button that replaces the “play” button while a game is running? I use Steam’s stop button to end my stuck games all the time.
The ‘stop’ button is when steam has interfered with the game, ie a pop up showing an error. If the game is already running and won’t close, it’s running in the background in windows like a TSR and needs a ‘call’ or command to stop it. Which is unfortunately when Task Manager comes in. Remember, steam is just a platform, the game runs only on a drm check with steam,UBI, Origin. It’s like running offline and it doing the same. The game needs stopped, not steam

Well then it shows you how problematic it is. It’s not a “one size fits all” solution

Erm, after 18 years on steam, I know about the stop button…. It doesn’t work for me, is what I’m saying in a diplomatic way. Neither does it work for everyone. If that was the case there would be no need for task manager, as you ‘close’ all progs with a exit command. But that’s a lovely perfect world, isn’t it.

If you had read the link I provided it also highlights the issues that steam causes etc. I never wrote that, the world did. https://techwiser.com/fixes-for-steam-game-wont-stop-running-or-close-on-windows/

if the game has Easy Anti Cheat, it's not steam, it's EAC. Happening to all games with EAC currently. No fix besides rebooting PC.
