Hello, someone please help me
I already bought $5 Steam Volt
But recently this message is displayed for me and the Steam market is locked for me
I cannot buy or sell an item in the market.

When was your last purchase?

Paying money to unlimit your account doesn't grant market access they are not the same thing. You typed the rerquirement in the topic title

Do as it says, buy something then wait for 7 days. Keep in mind that if you don't buy anything for a year you will loose access to the market again

You will need to wait 7 days after adding the funds to your account to access the maket. Sometimes the system is slow but as long as you've added the funds, you will receive access in a weeks time.

Adding funds is enough to count as a valid purchase - you do not need to buy a game.

Only items purchased in-game. You cannot make market purchases to access the market so it has to be either be the Steam Store or a game store within Steam.

You can't buy something from the market to access the market. Clearly your purchase requirement lies within the Steam Store. You can also add wallet funds yourself which will count.
