UAC Screwed up a friend and there is no apparent solution?

So my friend and I both got Borderlands and Borderlands 2 and we're trying to play the latter, but apparently when he installed it he mistakenly said no to the UAC "Do you want to allow this program to make changes to your computer?". I think he didn't think it was a really big deal, but when he tried to run the game it did not run. We tried for about an hour every solution, from verifying the game to reinstalling it, etc etc, until we realized that in the game Directory there were no executable or important files you would normally see. And now when he tries to reinstall it, the UAC message will not pop up, so its a whole loop.
Could I get a quick and hopefully helpful response on this one? We're getting a tad desperate.

Nope, I'm afraid that's not working. It was also reccomended to another user that had the same problem but with fallout 3, and it didn't work.
Is there any way of eliminating any trace of that it was on the computer so that UAC gives the prompt again?

delete local content, re-downloading the game will sometimes fix this. report back, I'll see if I can find the thread where I helped someone fix this recently.

He's redownloaded the game thrice or four times already, but to no avail. I have no idea why, but microsoft seems to have registered it as "Do not let this make changes"

Under the Steam folder, look for the game installed location...

Steam\steamapps\common\Borderlands\

Then find, something like:
Binaries\Redist
_CommonRedist
(etc)

You should be able to find DirectX and VirtualC++ or whatever else the game requires to run. These are what run upon first installation and normally require Windows premissions. Go under each and right-click the EXEs to "Run as Admin".
