Best/Safest Android Emulator for Windows?

Anyone have any experience with Android emulators for PC? I wanted to download some apps on my notebook (like the Steam App so I don't have a market hold)), has anyone done this? Any suggestions on a solid functioning emulator thats developed from a reputable source?

You should give a try to bluestacks which allows you to download and use Android apps&games. I used it for playing clash of clans from my pc it works pretty good and it was safe overall and the program is generally known one.
