What reporting someone for cheating through profile does is make VAC analysis more thorough. If the game doesn't even have VAC and they just distribute their hack without using it, is there any point in using that option?
It does do some DNS record scans and things other than just checking memory signatures. Reporting someone in-game (for Valve games) or profile DOES help the VAC system.
That's not what I'm asking, what I'm asking is if the game doesn't have VAC, it's the developer's responsibility. But will they get punished on Steam as well and by whom (valve/mods)?

Here's an explanation of what's happening. There's a guy with public MULTI-PLAYER trainer on his profile that he coded, he's distributing it on Steam directly. How do I help the situation immediately?
Developer's discrecion. The maximum penalty is that they can revoke the offenders product license and bar any license from being useable on that given steam account.
